Qualifications : Contract description
The three technical assistance will provide policy and technical support to the Government of Timor Leste in the day to day management, administration and monitoring of the RDP III, and for assuring its effective and efficient implementation. Assistance will focus in particular on the following areas:

• Management of Programme Estimates
• Evaluation of proposals
• Management of tenders and contracts related to the RDP III
• Promotion of a programme as a whole
• Operating as information point for potential beneficiaries and related players
• Ensuring efficient monitoring and reporting of the programme

This contract will provide for the Programme Management Unit (PMU), responsible for the implementation of the Rural Development Programme III in the capital Dili (used for meetings where all TA staff is required) and Same, Manufahi district (as the implementation program), in the following positions :
1. One Agriculturalist Expert (Team Leader)
2. One Rural Engineer Expert
3. One Finance and Contract Expert
4. Short term expertise related to specific topics (for example agricultural marketing policy, market strategy, extension policy and strategy development, forestry policy development, rural road prioritization, tender procedures, irrigation design, watershed management, gender issues...)
The commencement for this program should be January 2009 and the period of execution of the contract will be 48 months
